After submission, a team of Examiners is assigned to the Application. They independently complete an evaluation (assessment) of the Application relative to the Criteria to create their Individual Analysis. This completes the "Stage One" review. They then meet as a team to integrate their various evaluations into a Consensus Analysis and the team creates a Consensus Feedback Report. The Judges then meet to evaluate all Applicant and Examiner Team materials to determine the level at which each applicant is at with respect to their integration of Baldrige principles. Those organizations that are further along in their Baldrige journey will receive a traditional assessment-based site visit. Those organizations that are in the beginning stages of their Baldrige journey will receive a blended site visit designed to coach and support the organization as well as to complete the assessment process.

Site visits are held at the organization's location and may range from two to five days depending upon the complexity of the organization and their Baldrige maturity level. After the site visit, the Examination Team will then modify/update their Analysis and Feedback Report. These materials will be reviewed again by the Judges to determine through a consensus-based process the level of award - Silver, Gold, or Platinum. Final award level designations are then recommended by the OPE Executive Director to the OPE Board of Trustees for approval.
